Dealing with People
Interacting with NPCs of various factions and personalities will be a core part of gameplay. Opportunities will open or close for the players depending on who they please or piss off. For the large part, conversations will be up to the player to roleplay, as this is the domain of the will of the player. However, there is one element outside of this: first impressions. Many things can factor into this, from looks and general presence of the character, to known reputation, clothing, etc.
Define Reaction: General opinion of an NPC for a character, including liability, trust, etc.
Goals: Sliding Reaction scale with initial value set by NPC, modified by player inherent traits (such as Flaws). This can then change over the course of the conversation and be further modified either naturally or through Ability use (ie Deception).
Reaction can then be used as a check for the NPC whenever the character attempts to exert his will on the NPC.
